1) Send the CSC application form and all documents to uibescholarship@163.com before 2026-03-15 with the subject 'UIBE 卓越奖学金申请 + 预录取通知书'; UIBE reviews the file (or interviews) and issues the pre-admission letter. 2) After receiving it, register in the CSC system before 2026-03-25 choosing Type A, agency code 1563, project '中国政府来华留学卓越奖学金项目', major 公共管理 and duration one year, uploading the same material set: CSC form, passport front page (ordinary passport valid beyond 2026-09-30), personal statement over 1,000 characters, English CV, notarised diploma and transcripts, two recommendation letters, an English employment certificate, an English-language certificate, the Foreigner Physical Examination Form and a police non-criminal-record certificate.
