French Government Scholarships (BGF): How to Apply

The Bourse du Gouvernement Français (BGF) is France's bilateral government scholarship. It funds studies, internships, language training and artist residencies for foreign students from priority countries. There is no central application. Everything goes through the French Embassy (its SCAC department) and the Campus France office in your home country, which set their own deadlines, criteria and quotas. This is the embassy-channel programme, distinct from the Eiffel Excellence programme, which is filed by French institutions.

Administered by: The French Ministry for Europe and Foreign Affairs (MEAE), administered locally by the French Embassy's Cooperation and Cultural Action Department (SCAC)

What it covers

  • A monthly allowance (amount varies by level and country, set by the awarding embassy)
  • Tuition fee coverage or waiver in many cases
  • Social security / health coverage for the duration (per the award terms)
  • Pre-departure and visa support through the embassy's Campus France procedures
  • In some cases: airfare contribution (decided per country)

Eligibility

  • Citizenship of a country covered by your embassy's BGF programme (priority countries defined by France's cooperation policy)
  • Admission to (or application for) a recognised French higher-education program, internship, or language course
  • Age and academic requirements set by the local call (commonly master's and PhD levels)
  • Compliance with French visa and Campus France pre-enrollment procedures
  • Not already a beneficiary of another French government scholarship (per local rules)

Application — step by step

  1. 1

Contact the French Embassy (SCAC) / Campus France in your country

The BGF is country-specific: contact the Cooperation and Cultural Action Department (SCAC) of the French Embassy or the local Campus France office to confirm whether BGF scholarships are offered for your country, the fields covered, and the exact deadlines.

  2. 2

Apply for admission to a French institution

Depending on your level, go through the appropriate admission channel (e.g. Campus France procedures, Études en France for pre-enrollment, or direct admission for internships/language training) and obtain an offer of admission where required.

  3. 3

Submit your BGF application through the embassy

Complete the embassy's BGF application (form, CV, academic records, motivation, letters of recommendation) and submit it before the local deadline. The call is typically published by the embassy in autumn-winter, with decisions in spring.

  4. 4

    Local selection by the SCAC

The embassy's SCAC reviews applications, sometimes interviews shortlisted candidates, and selects the awardees within its quota.

  5. 5

    Visa and pre-departure

Awardees complete the Campus France visa procedure and arrive in France for the start of the academic year (September).

Typical documents needed

  • BGF application form (from your embassy)
  • Curriculum vitae and motivation letter
  • Diplomas and academic transcripts (translated)
  • Letters of recommendation
  • Offer of admission from a French institution (where applicable)
  • Passport copy and, where required, proof of residence in the country of application
